I think I must've completely overlooked this one in the past. B/R "Ares Weapons" doesn't work. Ares makes every kind of weapon that exists in the Shadowrun Universe. Having a knowledge skill of "Ares Weapons" and using it as complimentary to other B/R skills I can readily see. But as a base skill, this should be a no-no. Shuffle the Karma to related skills if you'd like, but not as a base skill.
As for B/R Battletacs, this is technically what we would have called a "Concentration" back in First/Second edition as B/R Battletacs falls under B/R Electronics and/or B/R Computers. You can still have it as a skill though and in theory could work complimentarily with the other skill(s) so mentioned when working on/repair/creating new battletac gear.

To develop the fuel? Wow, 12's and up. Reason being is you are wanting to develop a chemical/combustion fuel type that doesn't leave a trail wake. As we are discussion a thermalitic reaction having something "smokeless" is minimally possible. Vaporless is completely out there in the research dream tank. Everything, even Natural Gas, has a "smell" or "scent" when combustion reactions occur. The fuels used by race car drivers burn invisibly to the naked eye, but have a very strong scent and in thermographic look nearly white-hot when burning.
As for research time ... for Shadowrun Mechanics probably a base time of 60 or 90 days at least. I know that some real-world variations on the technology exist but you need to look carefully.

As for Smokeless Fuels
http://www.stovesonline.co.uk/smokeless_fuels.html Gives a list in the UK/Great Britain of companies that work with and/or produce such items but you'll notice they are talking slow-burning items like in house cook stoves and such. When you look up "Coke" (a byproduct of coal refinement/production) you'll discover something that can be used in combustion technologies but again not with the kind of production for a vehicular/projectile propellant.
I'm not saying impossible mind you, but I am saying that given that the 20th century has been looking for that technology well now into this 21st century and found nothing that it might not exist. Part of the trade off of physics perhaps, I don't know.

I don't recall these target numbers. I'm presuming any arms dealer in Tunis or Quartermasters for any of the established merc units could do this. Someone from a communications capable (mega)corporation could also do this.
